Students and staff do not all have a district app open. A TV they already walk past can carry the same message the radio desk is reading.
Use groups per building or wing. NWS handles the tornado watch; a front-office button or existing alerting product can POST a lockdown intent. All-clear is a first-class preset, not a reboot.
Standalone keeps student-network isolation simple: the box is on the building LAN. Cloud is optional for a district office that should not VPN into every school.
